PHASE I IMPLEMENTATION REPORT(2024–2025)CHAD, MONGOLIA AND UKRAINEGLOBAL WOMEN, PEACE AND SECURITY INITIATIVEIn 2024–2025, in partnership with the Government of France, UNDP established and implemented Phase I of the Global Women, Peace and Security Initiative in Chad, Mongolia and Ukraine, investing €1 million to advance women’s leadership in peacebuilding, recovery and climate resilience. Guided by the four pillars of United Nations Security Council resolution 1325—participation, protection, prevention, and relief and recovery—the initiative reached over 25,000 people, 70% women, in fragile and conflict-afected settings. The initiative generated tangible results in five priority areas: women’s economic empowerment, leadership and participation, social cohesion, climate resilience and institutional strengthening. In Ukraine, women led community-based recovery planning and implementation with UNDP’s support, helping shape local responses amid the ongoing war. In Mongolia, women in energy-poor districts steered clean energy transitions and local advocacy for development investments. In Chad, women spearheaded agroecological innovations, built peace between host and displaced communities, and led renewable energy solutions. Across all three countries, 87% of women who participated reported improved capacities to lead and take part in development, recovery and peace processes.2Phase I Report (2024-2025)Global Women, Peace and Security Initiative This initiative piloted flexible, country-driven models that delivered peace and development dividends by diminishing structural inequalities. From solar-powered business hubs and maternal health upgrades to cross-border women’s cooperatives and national energy forums, the initiative demonstrated the many ways in which women can lead as peacebuilders and architects of inclusive recovery. Global support reinforced this impact by ofering technical expertise, cross-country learning, and communications and advocacy outputs that elevated the initiative’s visibility and reach.Reflecting 12 months of implementation, this report captures success stories and lessons learned to inform future programming, including Phase II of the Global Initiative —currently underway in Burundi, Gaza, and Moldova— and toward exploring a possible Phase III.Crises—whether driven by conflict, climate change or displacement—exacerbate gender inequalities and disproportionately afect women and girls. Yet in every crisis, women are also powerful agents of recovery, peacebuilding and resilience when given the tools and opportunities to lead.UNDP launched the Global Women, Peace and Security Initiative in 2024 with support from the Government of France, aligned with its feminist foreign policy, through UNDP’s Thematic Funding Window for Gender Equality and Women’s Empowerment.
