Therefore, advancing the Sustainable Blue Economy (SBE) can largely be achieved through existing regional pathways and national achievements already underway, while expanding capacity and finance and, where possible, garnering broad political will across all stakeholders. • Evidence-based policies and decision-making supported by marine spatial planning are key to understanding a successful, value-adding SBE pathway in atoll nations, including climate risk management.• To maximize the impact of SBE investment strategies in atoll nations, project concepts must (i) establish performance targets that align with national adaptation plans; (ii) demonstrate consistent engagement among subnational, national, and international institutions to narrow gaps; (iii) support transformative technologies tailored to the country’s context, and share knowledge and successes; and (iv) promote micro, small, and medium-sized enterprises, prioritizing gender empowerment and social inclusion.
