GBA INDEX PRESS CONFERENCE大湾区指数发布2022High-Quality Development Index of the Greater Bay Area中国城市规划设计研究院深圳分院CHINA ACADEMY OF URBANPLANNING & DESIGN SHENZHEN中国城市规划设计研究院粤港澳研究中心 GD-HK-MO RESEARCH CENTER, CHINA ACADEMY OF URBANPLANNING & DESIGN 2022 / 09A Mega-City Network: Spatial Characteristics and Intrinsic Mechanisms of the Greater Bay Area巨型都市网络：粤港澳大湾区的空间特质与内在机制粤港澳大湾区高质量发展指数中国城市规划设计研究院 深圳分院中国城市规划设计研究院 深圳分院前言 PREFACE2022 年，伴随新冠疫情的反复与俄乌冲突的发生，打断了经济复苏的节奏，阻断了全球供应链，加剧了世界政治经济格局的动荡与重塑，这也使得我国外部发展环境环境进一步恶化，经济发展面临更多不确定性。在此背景下，中国更需要坚定不移地走高质量发展道路，粤港澳大湾区更需要坚定不移的建设世界级城市群，快速提升全球核心竞争力，摆脱全球供应链中短板因素的制约，完善内部产业链，强化区域发展韧性，逐步实现区域的相对均衡发展与共同富裕。大湾区高质量发展指数核心在于从城市群空间结构视角探索高质量发展路径，通过大数据动态跟踪高质量发展要素的集聚与扩散状态，判断其空间演化特征与趋势。2021 年大湾区高质量发展指数发布基于大湾区作为巨型城市区域的独特性的认识，提出巨型都市网络概念。2022 年发布重点从影响空间结构的两种趋势，即都市圈与网络化，以及形成“三体”的三种制度逻辑，催生网络化的六种机制对其空间特征与形成机制深入分析，以发现影响其结构演化、支撑其高质量发展、参与全球专业化分工及世界级城市群建设的战略性节点。In 2022, the world political and economic landscape is going through even greater turbulence and transformation, exacerbated by constant interruptions to economic recovery due to recurrent outbreaks of COVID-19 and further disruptions to the global supply chain triggered by the Russia-Ukraine conflicts. It has resulted in further deterioration of external environment for China, accompanied by greater uncertainties in economic development.Given this context, China needs to commit to the path of high-quality development in an unwavering manner more than ever. The Greater Bay Area also needs to remain steadfast in building a world-class city cluster, so as to enhance its global core competitiveness and break away from the constraints of weak links in the global supply chain brought by the international environment. It involves efforts to improve its internal industrial chain and resilience of regional development, in order to gradually achieve relatively balanced development and common prosperity within the region.The High-Quality Development Index of the Greater Bay Area is essentially an exploration of path for high-quality development with the perspective of spatial structure for urban clusters. It dynamically keeps track of the aggregation and dispersion of high-quality development factors with big data, in order to identify its features and trends of spatial evolution. The Index released in 2021 was grounded in the uniqueness of the Greater Bay Area as a mega-city region, thus proposing the concept of mega-city network. The 2022 Index focuses on metropolitan areas and network-based evolution, the two trends that have an impact on the spatial structure. It also delves into the three types of institutional logic behind the formation of three bodies and six mechanisms that facilitate network-based changes. Such an in-depth analysis of spatial characteristics and intrinsic mechanisms will allow for identification of strategic junctures that have an impact on its structural evolution, underpin its high-quality development and participate in specialized division of labor globally and the developm
