Building on CISA’s efforts to support kindergarten through grade 12 schools, DHS’s Science and Technology (S&T) Directorate asked the Homeland Security Operational Analysis Center (HSOAC) to conduct a landscape assessment of threats and hazards that are affecting institutions of higher edu-cation (IHEs) across the United States, current safety and security practices that IHEs are employing to address those threats and hazards, and needs for future resources and sup-port in this area. This report draws on existing data about crime and violence on IHE cam-puses, a review of academic literature and other guidance and resources focused on safety and security issues in this sector, and interviews with IHE representatives and relevant pro-fessional organizations from across the country. The primary audiences for this research are safety and security practitioners at IHEs and state, local, tribal, and territorial government and law enforcement personnel and other community partners and stakeholder groups.This research was sponsored by DHS’s S&T Directorate and conducted within the Infra-structure, Immigration, and Security Operations Program of the RAND Homeland Security Research Division (HSRD), which operates HSOAC.About the Homeland Security Operational Analysis CenterThe Homeland Security Act of 2002 (Public Law 107-296, § 305, as codified at 6 U.S.C. § 185) authorizes the Secretary of Homeland Security, acting through the Under Secretary for Sci-ence and Technology, to establish one or more federally funded research and development centers (FFRDCs) to provide independent analysis of homeland security issues. RAND oper-ates Homeland Security Operational Analysis Center (HSOAC) as an FFRDC for DHS under contract 70RSAT22D00000001.The HSOAC FFRDC provides the government with independent and objective analyses and advice in core areas important to the department in support of policy development, deci-sionmaking, alternative approaches, and new ideas on issues of significance. HSOAC also works with and supports other federal, state, local, tribal, and public- and private-sector orga-nizations that make up the homeland security enterprise.
