We survey existing global AI strategies, examine nine major challenges to AI strategy development, and focus on assessing six archetypal strategies for insights and lessons. We conclude by outlining essential major components of any U.S. AI strategy and suggest an initial set of nine practical policy actions that can serve as foundation stones.
