Based on parallels with nuclear technology and the successes of the European Council for Nuclear Research (CERN), this AI research organization is often referred to as a “CERN for AI.” This paper demonstrates how to use an influential strategic assessment framework, known as Porter’s five forces model, to assess the value of potential investments in a CERN for AI.
