Fraas is a visiting fellow at Resources for the Future (RFF). At RFF, Fraas works on a variety of issues related to energy and the environment, including retrospective analyses of major environmental rules, the treatment of uncertainty in regulatory analysis, the regulation of utility-scale renewable energy projects, and issues and tradeoffs with energy efficiency regulations. He retired in 2008 from the US Office of Management and Budget (OMB) after serving 21 years as chief of the Natural Resources, Energy, and Agriculture Branch at the US Office of Information and Regulatory Affairs. Before joining the OMB, Fraas was a senior economist at the Council on Wage and Price Stability, a staff member of the Senate Judiciary Subcommittee on Antitrust and Monopoly, an assistant professor of economics at the US Naval Academy, and a staff economist with the Federal Reserve System. He graduated from Cornell University with a bachelor’s degree in engineering physics and earned his PhD in economics from the University of California at Berkeley.About RFFResources for the Future (RFF) is an independent, nonprofit research institution in Washington, DC.
