The answers were submitted for the record. Question from Senator Tom Cotton Question 1 Dr. Saum-Manning, the idea behind a “hedge force” involves pre-positioning low-cost, short range defensive systems with allied nations. Where possible, facilitating these sales through FMS, versus deploying U.S. Forces, can be preferable.
