Acknowledgments: This note is one of a series of analytic and advisory outputs of the Brazil Mobility and Logistics for Sustainability and Resilience project (P179908) conducted under the guidance of Bianca Bianchi Alves (Practice Manager, Transport, Latin America and the Caribbean) and Luis Alberto Andres (Program Leader, Infrastructure, Brazil). This note summarizes findings from a Consultancy study conducted by IDOM for the World Bank and did not undergo further peer review. The study was supported by the Spanish Fund for Latin America and the Caribbean (SFLAC) with funding from the Government of Spain. Icon created with Microsoft Copilot 365. INFRASTRUCTURE AND REGULATORY NEEDS FOR GREEN FREIGHT CORRIDORS BRAZIL TRANSPORT SECTOR NOTE June 2025 Decarbonizing the road freight transport sector in Brazil is critical for meeting the country’s emission targets for 2050. To reach decarbonization of the road freight sector at scale, Brazil will need to encourage the shift of current diesel-powered trucks to ‘low-carbon’ and ‘zero-carbon’ alternative truck technologies powered by electricity or hydrogen. However, each alternative truck technology has its own requirements for recharging or refueling infrastructure that can be capital intensive. This note summarizes a near-term strategy to promote green freight corridors in Brazil informed by: (1) a careful, multi-criteria assessment of the most promising corridors; (2) forecast of potential demand on these corridors based on the adoption of different zero-emission truck technologies; and (3) and the techno-economic viability of deploying the charging/refueling infrastructure needed to supply electricity/fuel for the movement of goods on these priority corridors. Based on the current state of vehicle and infrastructure technology development, early deployment of green corridors in Brazil is likely to leverage battery electric trucks, necessitating a roadmap for an investment program in charging infrastructure along key corridors. This roadmap should be complemented by incentives for the adoption of zero emission trucks and support to a diverse and well-managed renewable energy sector for a balanced evolution of both supply and demand for low-emissions transport. Finally, analyses informing the decarbonization of the road freight sector in Brazil must be periodically re-assessed as alternative fuel vehicle and infrastructure technologies develop, particularly under the government’s ambitious plans for low-emission hydrogen production.
