White Paper on Communication Target Networks of the Future Power SystemAugust 2025China is accelerating the development of a clean, low-carbon, safe, reliable, cost-ef-ficient, demand-responsive, and flexible smart power system. As the future power system takes shape, the electric power industry is undergoing a structural transfor-mation, driven by significant changes across the supply side, the user side, grid archi-tecture, and operational models. On the supply side, renewable energy is increasingly becoming the dominant source in terms of both installed capacity and power genera-tion. On the user side, a new trend of "integrated power generation and consumption" is emerging. The grid is evolving into a system centered on utility grids with diverse grid forms coexisting. Operationally, the traditional "load-based power generation" model is shifting toward "collaborative interaction among power generation, grid, load, and storage".The power communication network serves as a critical infrastructure that supports grid production control and enterprise management. It ensures the stable running of utility grids and active distribution network control, while interconnecting emerging power entities and end-users nationwide. This connectivity is vital to the development of a unified national electricity market. The rapid evolution of the future power system is placing increasingly complex and varied demands on the power communication net-work. The widespread adoption of AI foundation models, the development of digital twins for power grids, and the rise of intelligent computing centers are driving demand for communication networks with ultra-high bandwidth, ultra-low latency, and high reliability. Meanwhile, the large-scale integration of distributed energy resources and bidirectional interaction with flexible loads call for broader communication coverage. Moreover, as power communication resources continue to scale, the need for smarter and more secure operational management becomes increasingly imperative. To meet these challenges, the power communication network must undergo a comprehensive upgrade to deliver ultra-reliable, high-capacity, ubiquitous coverage and light-ning-fast emergency response—while embedding intelligence across every layer of operations and maintenance (O&M). Only this level of advancement can provide the rock-solid backbone needed to build and sustain the future power system.Thebrings together industry-wide expertise to chart a clear development path and provide top-level design and implementation guidance for tomorrow's grid communication infrastructure. By building a network featuring "intelligent and robust main network, medium-voltage integration, low-voltage transparency, high-speed and secure net-work, and space-ground integration", this initiative will offer critical support for China's "dual-carbon" goals (carbon peak and carbon neutrality) and accelerate the evolution of the future power system.PrefaceWhite Paper on C
