ADB BRIEFSLeveraging Artificial Intelligence and Cloud Computing to Accelerate Growth in Asia and the PacificKEY POINTS• Cloud computing and artificial intelligence (AI) adoption continues to grow across Asia and the Pacific. Regional AI spending reached $73 billion in 2024, with cloud spending at $203 billion. While private enterprises lead in technology investments, public sector spending is significant in Australia, the People’s Republic of China, the Republic of Korea, and Singapore. • AI and cloud computing’s most significant economic impact comes from increased productivity and growth. Research shows that a 1% increase in AI spending yields a 0.03% gross domestic product (GDP) increase, while a 1% increase in cloud spending results in a 0.01% GDP increase. • AI development and adoption are driven by research and development, startup support, AI model training infrastructure, adoption-friendly regulations, AI talent development, and workforce reskilling programs.• Cloud adoption across sectors is enabled by unrestricted cross-border data flows, regulated industry incentives, fair market access for providers, local talent development partnerships, and enhanced cybersecurity standards.Raul KatzPresident Telecom Advisory ServicesJuan JungSenior Economist Telecom Advisory ServicesNatasha BeschornerSenior Manager Public Sector Policy Amazon Web Services, Asia Pacific and JapanWHY DO CLOUD COMPUTING AND ARTIFICIAL INTELLIGENCE IMPACT ECONOMIC GROWTH?Cloud computing and artificial intelligence (AI) are transforming global economies as key general-purpose technologies. Their impact spans manufacturing, health care, and finance, driving productivity and economic growth.Cloud computing delivers IT resources through the internet using pay-as-you-go pricing. Organizations access computing power, storage, databases, and AI services on demand, eliminating the need to maintain physical data centers and servers.AI technology replicates human cognitive functions through image recognition, content generation, and data-driven predictions. The relationship between cloud and AI is synergistic—cloud service providers (CSPs) supply the computing infrastructure that powers AI platforms.Donghyun ParkEconomic Advisor Economic Research and Development Impact Department Asian Development Bank (ADB)John BeirnePrincipal Economist Economic Research and Development Impact Department ADBByeongjo KongDigital Technology Specialist Sectors Department 2 ADBNO. 352SEPTEMBER 2025ISBN 978-92-9277-416-5 (print)ISBN 978-92-9277-417-2 (PDF) ISSN 2071-7202 (print)ISSN 2218-2675 (PDF)Publication Stock No. BRF250337DOI: http://dx.doi.org/10.22617/BRF250337Notes: In this publication, “B” refers to Thai baht and “$” refers to United States dollars.
